Westchester Community College was founded in 1946 as the New York State Institute of Applied Arts and Sciences in White Plains. In 1957, the County of Westchester bought the 360-acre John Hartford estate in Valhalla and designated 218 acres for the Community College. Full- and part-time college credit students number about 11,000.

Westchester Community College's curricula are registered and approved by the New York State Education Department. The College is one of 30 community colleges affiliated with the State University of New York (SUNY). WCC is sponsored locally by the County of Westchester.
